Best bank for expats in Belgium (2026)

Updated · figures checked 2 November 2026

The short version

  • If you want an account before you land, KBC Brussels (Brussels residents) and ING (EEA residents, app only) are the two banks that publish a route for people without a Belgian address yet.
  • Once you live in Belgium and bank online, Keytrade Bank offers free accounts, free credit cards with regular use, and a passport is enough for non-Belgian residents. It has no branches and takes no cash deposits.
  • Beobank, Belfius, Argenta and Crelan are cheap or free, but their online opening relies on a Belgian ID card or itsme, or they publish no conditions for foreigners at all.
  • If every bank says no, the basic banking service is a legal right for anyone legally resident in the EU, with a capped yearly fee and a short list of refusal grounds.

You have a job offer, a lease to sign or a residence card on its way, and every one of those steps asks for a Belgian IBAN. Your employer wants to pay a salary into it, your landlord wants the rental guarantee blocked on it, and your mutuality (mutualité / ziekenfonds) will reimburse doctor visits to it. The awkward part is that many Belgian banks ask for things you will only have weeks after you arrive: a Belgian address, a national register number, a Belgian identity or residence card, or the itsme identity app that depends on that card.

This guide is for people moving to Belgium who want a traditional bank, with a Belgian legal entity, a Belgian IBAN and usually a branch you can walk into. We compared seven banks on what they publish: the price of the cheapest everyday account, whether you can apply before you arrive, which ID they accept, the credit card on offer, whether the website is in English and what the basic banking service costs. If you are happy with an app-only account, read our separate guides to the best neobank in Belgium and the best free bank account.

What really decides the choice is timing. Before your commune registration is done, only a few banks will take you. After it, price and language matter more than access, and the field opens up.

How to choose a Belgian bank as a newcomer

Can you open the account before your Belgian card exists?

Most expats arrive with a passport and a foreign ID card, then register at their commune, wait for the police address check and only later receive a Belgian residence card. Banks that need a Belgian card from day one are closed to you during that gap.

Two banks in this guide publish a route for that gap. KBC Brussels lets expats apply for the Plus Account online from abroad without a permanent Belgian address; the debit card is collected at a branch on arrival. (source, checked 2 November 2026) And at ING: Since October 2026 ING Belgium lets EEA residents open an account fully in its app with a passport or eID and a selfie; a Belgian address and national number must follow within 90 days. (source, checked 2 November 2026) Keytrade Bank accepts a passport from non-Belgian residents, but you must already live in Belgium or be tax resident there, so it fits the period just after you arrive rather than before.

Beobank’s free account can be opened online only with a valid Belgian identity card. Belfius says online onboarding goes through its app and itsme. Argenta asks you to fill in a contact form and choose a branch. Crelan publishes no opening conditions on the pages we could read. Our bank finder puts these requirements side by side with their sources, so you can filter on what you hold today.

The basic banking service is your safety net

If a bank turns you down for a normal account, Belgian law still gives you a way in. Any person legally residing in an EU member state is entitled to the basic banking service; in 2026 the maximum fee is €20.34 per year, with unlimited electronic operations and 36 manual operations. (source, checked 2 November 2026) The grounds for refusal are narrow: A bank may refuse the basic banking service only if you already have one at another bank, have €6,000 on an account at another bank, already have credit contracts of at least €6,000, or if accepting you would breach the anti-money-laundering law of 18 September 2017. (source, checked 2 November 2026)

The basic banking service is not a premium product. It covers the core payment functions: deposits, withdrawals, transfers, standing orders, direct debits and card payments. According to Wikifin, the FSMA’s financial education site (checked 2 November 2026), the bank cannot ask for proof of income or a guarantor, and if it refuses you, you complain first to the bank’s complaints service and then to Ombudsfin, the financial ombudsman. The FPS Economy page on this service was behind a bot check when we tried to read it, so check the FPS Economy page on the basic banking service for the current conditions.

Language: website, app and contracts are not the same thing

An English website does not mean an English contract or English phone support. KBC Brussels offers its site in English, French and Dutch. ING publishes an English pricing list. Keytrade Bank and Beobank have English websites. Belfius, Argenta and Crelan showed us French or Dutch pages only. If you cannot read a French or Dutch contract, start with the banks that published English documents and ask the others for an English version before you sign.

Price: look at the whole year, not the headline fee

Belgian banks sell accounts as packs: a monthly fee that bundles one or two debit cards, a number of free cash withdrawals, sometimes a credit card. Paper transfers, extra cards and cash withdrawals outside the allowance cost extra. Compare the cheapest account in the table with what you will really use. If you travel, also look at the exchange margin on card payments in other currencies, which differs a lot between banks and between debit and credit cards.

You can in principle use an account from another EU country for euro transfers and direct debits in Belgium. Under EU rules, your account may not be refused for SEPA credit transfers or direct debits because it is held in another EU country, if the counterpart accepts those payments from domestic accounts; IBAN discrimination can be reported to the competent authority in the counterpart's country. (source, checked 2 November 2026) In practice some employers, landlords and utilities still ask for a Belgian IBAN, and a Belgian bank account is also the normal place to hold a rental guarantee. That is why most newcomers end up with a Belgian bank even when they keep their home account.

The providers compared

The order below follows the scores in the comparison table. Prices change, so every figure links to the page we read on 2 November 2026.

1. Keytrade Bank 6.7/10

Ranked 1 of 7 rated providers in this guide.

Best for: Residents who are comfortable with an online-only bank and want free accounts and cards.

Keytrade Bank is the online bank of Crédit Mutuel Arkéa in Belgium, run as the Belgian branch of Arkéa Direct Bank, a French bank supervised by the ECB. It has no branch network: you deal with it through the website, the app, the phone and email, with appointments possible at its Brussels office.

On price it is the strongest bank in this guide. Its cheapest account is €0 (current, savings and trading accounts), and the credit card is Free (12 uses/year). Below that usage threshold a card fee applies, and the amount was not on the pages we read. Its basic banking service is Free of charge.

For a newcomer the key point is eligibility. You must be a Belgian citizen, live in Belgium or be tax resident in Belgium, so you cannot open from abroad: Must be Belgian citizen, Belgian resident or Belgian tax resident. On ID it is more open than most: Passport accepted for non-Belgian residents. The form works with or without itsme. Without itsme you print, sign and return the contract. You also need a Belgian mobile number to activate a card remotely, so buy a Belgian SIM first.

Two limits matter. You cannot deposit cash at Keytrade Bank at all, and there is no branch to visit when something goes wrong. It suits salaried expats who are paid by transfer, pay by card and are comfortable with online banking. It does not suit you if you handle cash or want face-to-face help.

2. KBC Brussels 6.6/10

Ranked 2 of 7 rated providers in this guide.

Best for: Newcomers to Brussels who want to set up a full bank account before they arrive.

KBC Brussels is the Brussels brand of KBC Bank, one of the large Belgian banks. In Flanders the same group trades as KBC and in Wallonia as CBC, so if you settle outside Brussels you will be sent to those brands.

It is the bank in this guide with the clearest process for people who have not arrived yet: Yes, online with a foreign ID card; branch visit on arrival. You apply online with Foreign ID online, residence permit at branch, and KBC says you can do so even without a permanent Belgian address. When you arrive, you go to a branch with your ID card and residence permit to sign for the debit card. Its site is Yes (EN/FR/NL), and the app follows the same languages. English phone support was not stated on the pages we read.

The cheapest account is €2.50/month (Basic Account); Plus Account €4.25/month. The expat route is built around the Plus Account, which includes two debit cards, Apple Pay and Google Pay. The credit card is a Free Mastercard credit card (subject to approval). KBC did not publish a separate basic banking price on the pages we read: check current pricead.

Service is broad: a phone line, the Kate digital assistant in the app around the clock, live chat during online opening hours and branches. One caveat: KBC pages disagree on whether the Basic Account can be opened online with itsme or only at a branch, so confirm with the bank before you plan around it.

It suits newcomers to Brussels who want a full account ready before moving day and a branch nearby. It is not the cheapest option once you live here.

3. ING Belgium 6.3/10

Ranked 3 of 7 rated providers in this guide.

Best for: EEA residents moving to Belgium who want to open everything from their phone before or just after arrival.

ING Belgium is one of the large Belgian banks, part of the ING group. Since October 2026 it offers something no other bank in this guide publishes: opening fully in its app from anywhere in the EEA. It reports this as Yes, fully digital for EEA residents (ING app), with Passport or eID + selfie. The app reads the chip in your document by NFC, so check that your passport or ID card has one.

The catch is the deadline. You must add a Belgian address and a national registration number within the period ING sets, or the account is closed. Until your profile is complete you cannot open extra accounts or deposit cash, and the debit card is posted to your Belgian address. If your commune registration is slow, keep an eye on the clock.

The cheapest pack is ING Go €2.20/month (€0 for 18-25). The credit card is Visa Classic €2.25/month or in ING More, and ING More becomes cheaper in months when a set amount comes in, which a salary usually covers. The basic banking service costs €19.24/year. If you pay in other currencies, read the exchange margins in the ING pricing list: the margin on the debit card is clearly higher than on the Visa cards.

The site and pricing list are Yes (English pricing brochure and site). We could not confirm the app or support language. ING has a client services phone line on weekdays, a chat that runs all day and branches.

It suits EEA citizens who want to arrive with a working account. It suits less well people from outside the EEA, for whom this digital route was not described.

4. Beobank 6.1/10

Ranked 4 of 7 rated providers in this guide.

Best for: Residents who already have a Belgian eID and want a free account plus a cheap credit card.

Beobank is a Belgian bank of the French Crédit Mutuel group, with branches where you can book an appointment. Its Compte GO is €0 (Compte GO, main holder): unlimited electronic euro transactions and a yearly allowance of free withdrawals at other banks’ machines. Co-holders and extra cards cost a little each month.

The obstacle for a newcomer is identity. Beobank needs a Belgian eID for online opening through itsme, plus a mobile number and email. So No: online opening requires a valid Belgian eID. A branch is the other route, and we did not find published conditions for foreign documents there. The basic banking account is branch only at €20.28/year (tariff to 31-10-2026), with a new tariff from November 2026.

Beobank’s strength is cards. It lists a large range of credit cards, starting From €5/year. These are revolving credit cards: unpaid balances carry interest, so pay in full each month. The website is Yes (EN/NL/FR), but the product pages we read were in French, and we could not confirm the app or support language. Apple Pay and Payconiq work with Compte GO.

It suits people who already have their Belgian card and want a free account plus a cheap credit card from a bank with branches. It does not suit your first weeks.

5. Belfius 4.9/10

Ranked 5 of 7 rated providers in this guide.

Best for: Residents already registered in Belgium with itsme who want a free account from a large Belgian bank.

Belfius is a large Belgian bank with a branch network and the Belfius Direct phone service. On paper it is cheap: its cheapest account is €0 (Beats Pulse account, individual holder), with two debit cards and a yearly allowance of cash withdrawals. Its basic banking service is €1.65/month, and credit cards start From €1.93/month. Belfius has already published its tariff for 1 January 2027, so check which list applies when you sign.

What a newcomer meets is the language and the identity route. The retail pages and tariff brochure we read were in French, and we found no English retail product page: not publishedad. Online, Belfius says you can become a client in a few minutes through the Belfius Mobile app and itsme. If you cannot use itsme yet, the branch is the way, and Belfius did not publish which foreign documents it accepts: not publishedad. Opening before arrival is not publishedad.

It suits residents who already have itsme, read French or Dutch and want a free account with a bank that has branches in most towns. It is a weak first bank if you are still waiting for your card or need English documents.

6. Argenta 4.7/10

Ranked 6 of 7 rated providers in this guide.

Best for: Dutch- or French-speaking residents who want a free account from a Belgian bank with branches.

Argenta is a Belgian savings bank with a branch network. Its Green-pakket is €0 (Green-pakket), with two debit cards, free electronic SEPA transfers and free euro withdrawals at Argenta’s and other banks’ machines. A credit card is €2/month or in Silver/Gold. Paper transfers cost extra on Green.

The product score is high, but access is the problem. The website is No (NL/FR), and the fee documents are in Dutch. To become a client you fill in a contact form, choose a branch and wait for Argenta to contact you. It publishes neither the documents it wants nor whether it opens accounts for people abroad: not publishedad. Its basic banking price was not on the pages we read: check current pricead.

7. Crelan 3.1/10

Ranked 7 of 7 rated providers in this guide.

Best for: Residents comfortable in French or Dutch who value a cooperative bank with local agencies.

Crelan is a Belgian cooperative bank with local agencies. Members of the cooperative get discounts on its packs, and young clients get its Essential Pack free. For everyone else the cheapest account, counting the first debit card that is charged monthly, is €5/month: €42/year account and operations package plus €1.50/month first debit card. Credit cards start From €2/month.

For an expat, Crelan is the hardest bank in this guide to evaluate. We found no English page: not publishedad. The pages we could read did not say which documents it asks for or whether you can apply from abroad: not publishedad. Crelan does publish a tariff index that includes the basic banking service, but we did not record its price: check current pricead. Online banking and the Crelan Mobile app are included.

BNP Paribas Fortis, the bank behind Hello bank!, is not rated. Its expat page, account-opening FAQ and tariff list all returned a server error on the day we checked, so we have no verified data on its fees or conditions. The table lists it as not rated. Visit its websitead to read its expat offer yourself. Its online brand Hello bank! publishes stricter rules: a Belgian identity card and a Belgian address are required, and it states that American nationals cannot become customers because of FATCA, the US tax reporting law.

If you do not have a Belgian address or card yet

Your options are narrow, so plan in order. If you are moving to Brussels, apply to KBC Brussels from abroad and collect your card at a branch after arrival. If you are an EEA resident, the ING app route lets you open before you have a Belgian address, but the deadline to add one starts at once, so time it close to your move rather than months ahead.

If neither fits, keep your home account and an app-based account for the first weeks, register at your commune, and open a Belgian bank account once you have your address confirmed. Our neobank guide compares the services that give a Belgian IBAN without a Belgian card. Keytrade Bank becomes possible as soon as you live in Belgium, even before your Belgian card arrives, because it accepts a passport from non-Belgian residents.

If a bank refuses you after you have registered, ask in writing for the basic banking service. The bank must give you a form to check your eligibility.

If you live in Flanders, Wallonia or Brussels

All seven banks operate nationwide except for the KBC brands: KBC Brussels serves the Brussels region, KBC serves Flanders and CBC serves Wallonia. The KBC Brussels expat route described above is a Brussels product, so if you settle in Ghent, Leuven, Liège or Namur, check what KBC or CBC offers in your region.

Language follows the map too. Argenta’s and Crelan’s pages came in Dutch and French only, and branch staff in Flanders will default to Dutch, in Wallonia to French. If you need English at the counter, Brussels branches of the large banks are your best bet, but no bank in this guide publishes a promise of English service at the counter.

If you are a US citizen

FATCA, the US law that makes foreign banks report accounts held by US persons, leads some Belgian banks to decline US clients. Hello bank! states it does not accept American nationals. The other banks in this guide did not state a restriction on the pages we read, which is not the same as saying they accept you. Ask the bank before you start the application. If every bank refuses, the basic banking service applies to you like any other legal resident of the EU, within the refusal grounds above.

If you need a credit card quickly

A Belgian debit card covers most daily payments, but car rental companies, some hotels and some online shops want a credit card. KBC Brussels includes one in its expat account, subject to approval. Keytrade Bank gives one free with regular use. Approval depends on the bank’s assessment, and a newcomer with no Belgian salary history may be refused at first. Our credit card guide compares the cards in detail.

Step by step: opening your first Belgian bank account

  1. Decide your timing. Before arrival: KBC Brussels (Brussels) or ING (EEA residents). After arrival but before your Belgian card: Keytrade Bank, or a branch appointment at another bank. After your card: any bank.
  2. Gather your documents. Passport or national ID card with a chip, your residence permit or the commune’s registration paper if you have it, proof of address, and your employment contract if the bank asks about your income. Use the bank finder to see what each bank publishes.
  3. Get a Belgian mobile number. Several banks use it for card activation and security codes.
  4. Apply online or book a branch appointment. Read the tariff list before signing. Ask for English documents if you need them.
  5. Complete your profile. Add your Belgian address and national register number as soon as you have them. At ING this has a deadline.
  6. Collect or activate your cards. KBC Brussels hands over the debit card at the branch. ING and other banks post it to your Belgian address.
  7. Give your IBAN to your employer, landlord and mutuality. Set up the rental guarantee account if your lease asks for one.
  8. If you are refused, ask for the basic banking service in writing, then complain to the bank and to Ombudsfin if needed.

Our verdict

Keytrade Bank comes out ahead in the table, but the right bank depends on where you stand. If you already live in Belgium and bank online, Keytrade Bank fits best: free accounts, free credit cards with regular use and a passport is enough. Choose KBC Brussels if you are moving to Brussels and want your account ready before you land, with branches and English pages. Choose ING if you are an EEA resident and want to open from your phone, provided you can add your Belgian address in time. Beobank and Belfius become good free options once you have a Belgian card and itsme. Argenta and Crelan suit settled residents who speak Dutch or French. And whatever happens, the basic banking service means a legal resident cannot be left without an account.

Frequently asked questions

Can I open a Belgian bank account before I arrive?

Yes at some banks. KBC Brussels accepts online applications from abroad with a foreign ID card, then a branch visit on arrival; ING allows EEA residents to open in its app with a passport or eID. Source.

Do I need a Belgian address to open an account?

Not always at opening: KBC Brussels says no permanent Belgian address is needed to apply, and ING gives 90 days to add a Belgian address and national registration number. Source.

Can a bank refuse me an account?

Banks can refuse a regular account, but a consumer legally residing in the EU has a right to the basic banking service, subject to limited refusal grounds. If refused, complain to the bank, then to Ombudsfin. Source.

How much does the basic banking service cost?

The legal maximum is €20.34 per year from 1 January 2026; ING charges €19.24 per year, Belfius €1.65 per month, Keytrade nothing. Source.

Can US citizens open an account?

Policies differ per bank. Hello bank! (BNP Paribas Fortis) states on its FAQ that American nationals cannot become customers because of FATCA. Other banks in this guide did not state a restriction on the pages fetched. Source.

Which bank has a free account?

Argenta Green-pakket, Beobank Compte GO, Belfius Beats Pulse and Keytrade Bank list €0 accounts; conditions apply (see each provider). Source.

Will my employer accept a foreign IBAN?

Under EU rules, an account held in another EU country may not be refused for SEPA credit transfers or direct debits if the counterpart accepts those payments from domestic accounts, and IBAN discrimination can be reported to the competent national authority. A Belgian IBAN can still avoid friction. Source.
